fix: defining HikariCP pool properties value

This PR updates HikariCP pool configuration values across all environments (DEV, UAT, and PROD). This configuration permits to align to standard access made by Nodo dei Pagamenti on its PostgreSQL database, updating them from an old configuration made in order to connect to OracleDB persistence.

Motivation and Context

These changes align connection pool settings for PostgreSQL database, aiming to improve stability and avoid premature connection termination.
