feat: [PIDM-419] minor changes about flow list

List of Changes

• getFlowList - on response mapped flowDate on instead of publishDate
• getFlowList - sorted list by flowDate reverse

Motivation and Context

Minor changes to adapt the behaviors to the old API interface.
