[SELC-6237] Ports the POST /bulk/institutions endpoint in the new Quarkus module

List of Changes

• Added dependency to onboarding-sdk-product
• Renamed env variable MONGODB-CONNECTION-STRING in MONGODB_CONNECTION_URI (as in the spring module)
• Added model classes and entities required by /bulk/institutions
• Created InstitutionRepository and created a new MongoConfig to register a DateCodec
• Added ManagementController, InstitutionService, InstitutionEntityMapper and InstitutionMapperCustom
• Fixed field validation using classes from jakarta instead of javax
• Added JacksonConfiguration to avoid showing null fields in output (as the spring module)

Motivation and Context

This PR ports the POST /bulk/institutions endpoint to the new Quarkus module. Some of the work done will also be useful for the migration of other APIs.

How Has This Been Tested?

Tested locally using the DEV database by comparing the responses from the /bulk/institutions endpoint, first calling the Spring application and then the Quarkus one
