Summary

Rust builder for Paketo

Adds Rust buildpack support to the jammy builder (Rust buildpack + smoke test).

Repo transfer request

We would like to transfer github.com/octopilot/rust into the paketo-buildpacks organization and have the current maintainer(s) set up as maintainers of that repository after the transfer.

Builds rust crates or rust workspaces

@casibbald I think adding buildpacks from other registries/repositories is not allowed. Not quite sure if there is an RFC for that though. Also there are several rust repositories under the https://github.com/orgs/paketo-community/repositories?q=rust. What is the difference with the octopilot ones? Do you have a link for the octopilot repository?
