Update buildpack.toml to support linux arm64 and amd64 architectures

Summary

This change:

• Adds targets to buildpack.toml for multi-arch
• Bumps occam to support registry URIs in integration.json
• Switch buildpacks from GitHub release URIs to registry URIs in integration.json
• Use regex for sbom version and uuid so it doesn't have to be updated on new versions
• Only test on one builder (ubuntu noble) since go-dist and this buildpack are supported on any stack
