Add new PRD for Smart Urban Restroom Navigator

This PR adds a new Product Requirements Document as discussed in issue #109.

Plan

• Read the PRD file to understand the application requirements.
• Create a new Astro application named smart-urban-restroom-navigator-app inside the random-app-ideas directory.
• Implement the basic UI according to the PRD.

• Commit the new application and the screenshot.
• Push the changes to the smart-urban-restroom-navigator branch.

I've created the 'Smart Urban Restroom Navigator' application and pushed it to the smart-urban-restroom-navigator branch.

Here's how to run the application:

# Clone the repository

# Navigate into the repository directory

# Switch to the correct branch

# Navigate into the application directory
