Create "channel-rust-<version>.toml" when mirroring the latest version from each channel. (likewise "<date>/channel-rust-nightly.toml" for nightlies)

Create
channel-rust-<version>.tomlwhen mirroring the latest version from each channel. (likewise<date>/channel-rust-nightly.tomlfor nightlies) Similar to version pinning, but done automatically.Mostly addresses #135. Doesn't create a patchless version manifest for the latest patch within that minor release (
channel-rust-1.79.toml), as that's a slightly larger scoped issue, but this is enough for my needs.
