Refreshes #18393 for upcoming FOCIL devnet testing.
Ports EIP-7805 payload building, post-state inclusion-list validation, and the Bogotá Engine API methods (
engine_newPayloadV6,engine_forkchoiceUpdatedV5, andengine_getInclusionListV1) to the current Amsterdam/BAL code paths.Until Bogotá has a stable hardfork identifier in Reth's upstream dependencies, the experimental endpoints use the Amsterdam activation timestamp.
