Add logit_bias support to ENABLE_NEW_UNSHARDED_ATTN_KERNEL. Old legacy kernel does not support this. Additionally, changes here needs to be merged with upstream which has significant changes (example, sharding and 2D logit biases)
Also fixed assertion typo.
