The persistent session used to forward requests to ACCESS-NRI services django server now sets up a http proxy (rather than an ssh tunnel). This means that we no longer need to set "verify=False" in the python post requests. So the configuration will have a
telemetry_urlthat points directly to django endpoint, and thetelemetry_proxy_urlpoints to the persistent session.
