Offline Calculations

The Navy's UI is extremely unreliable. This is extremely frustrating when trying to use this in a terminal prompt. This release switches to calculating the moon phase locally.

The API had some surprising behavior with optional parameters that should now be handled correctly.

Add a local cache so we don't always hit the web.

Queries the US Navy API and prints out an emoji corresponding to the phase of the moon for today's date.
