RockyLinux 10 is now shipping LLVM 21, which created a conflict in LLVM dependencies required by the cargo-pgrx-* packages. This commit fixes the issue, by forcing OBS to choose RockyLinux 10 llvm 21 package. Signed-off-by: Ricardo Dias <ricardo.dias@percona.com>
