[CI][windows] windows ci taken from pgrouting

Tasks:

• Port the code from pgRouting
• Remove unnecesary files
• Adjust to vrpRouting
• Fix warnings & errors from the windows build

I'm working on it, but, this might take a while. Compiling and building VROOM on Windows is another challenge. Once that is done, adjusting to vrpRouting would be easier. Link on my fork: https://github.com/krashish8/vrprouting/tree/windows-build-ashish

There are a couple of issues on VROOM related to how to build it on windows. Still, it is more like "experimenting" with different stuff to check which one works.
