Add configurable story point tooltips and mapping

Summary:

• Adds backend and frontend support for customizable story point (Fibonacci) value/description pairs.
• Backend now serves a /api/storyPointsMapping endpoint, configurable via YAML.
• Frontend uses NGXS state to load and display these tooltips on voting cards.
• Includes a new story points component for visualizing the mapping.
• Updates documentation and Dockerfile for clarity and multi-platform support.

Just a quick heads-up: I have a lot of things going on right now, so I will not be able to review/merge this immediately. I think I may find some time in a week or two, when I have sorted some other things out.
