This functionality was implemented because we had problems with nested transactions for the Piqer module and payment module.
Payment module use event sales_order_save_commit_after for push order
Picqer module use event sales_order_save_after for push order
We add possibility to process order to the Picqer in the separate flow by cron every minute (this mode is possible to enable when normal way of working by events is disabled)
