ddl: job context will be canceled when cancel or pause job

Problem Summary:

What changed and how does it work?

This PR aims to remove the logic that periodically return to main loop and check job state. Instead, the job execution can occupy the main goroutine for a long time and a background goroutine checks the job state and cancel the context.
