1825 : Enhance Amplitude Events with OS Region Name from Credentials

What this PR does / why we need it

• Added regionName parameter to Amplitude event tracking for credentials, migrations, and cluster conversions.
• Implemented region name resolution utilities that fetch region information from OpenStack credentials, secrets, migration plans, and templates with caching.
• Updated all relevant Amplitude event calls to include regionName for better analytics tracking.
