This PR changes the GitHub token used for publishing releases from the default github.token to a custom secret ACTIONS_GITHUB_TOKEN. This change enables the publish workflow to trigger downstream workflows that depend on the Debian repository, as GitHub's default token does not trigger workflow runs by design.
