This PR refactors multiple components within the Manage Control Panels section by converting legacy class-based React components into modern, hook-based functional components.

• Converted multiple control panel components from class components to functional components
• Replaced lifecycle methods with appropriate React hooks (useEffect, useState)
• Improved state and side-effect handling
• Ensured safe portal rendering for toolbar and action elements
• Maintained full feature and behavior parity with the previous implementation
