feat: hot-plug plugins

This has been working for me for a couple of days now. But it also exposed some other issues that don't show up if you restart the panel after every change (like updating the overflow, or super long applets).

I'll leave this as a draft while I'll look into those issues, and make sure at least there are no regressions.
