What is the current behavior?

In the phase where AIC distributes the remaining slacl mismatch (after all areas are balanced), if an area cannot distibute its share, the AIC fails.

What is the new behavior (if this is a feature change)?
The AIC does not fail directly but continues to distribute over other areas if possible, and fails only if all areas cannot distribute anymore
