Scenario: 3.4.13 : Overload cannot be resolved due to MNEC violation and high virtual cost during fast RAO second iteration
This is an isolated test of the second timestamp of the 4.1.2 Marmot scenario at the 01:30 timestamp.
At 01:30, the CNEC "NNL2AA1 BBE3AA1 1 - preventive" is overloaded. The only available preventive action is the topological
action "Close Line NL2 BE3 2" but applying it violates the MNEC constraints during the first Fast RAO iteration and increases significantly
the virtual cost during the second Fast RAO iteration on top of also violating MNEC constraints.
Since no redispatching action is available, the RAO cannot resolve the overload.
