Most of the tests fail currently - I have fixes for most of these (See https://github.com/drnlm/seaworthy/actions/runs/8018835324) but I still need to find a better fix for the doctests failures (currently I pin to older versions to make that pass) and clean up a couple of other fixes. These fixes will follow in subsequent PR's as I work through them |

This adds a github actions file to run the tests, and also updates the list of python versions tested to a more current set.
It also fixes some issues thrown by recent flake8
