This PR moves to the system service for application data reset instead of a manual reset for API 19 and higher.
Upside: We are 100% sure that all data is deleted, even data inside third-party SDKs like the CovPass SDK that is currently not deleted.
Downside: The app will no longer be automatically restarted but the user has to restart it themselves. This is a little annoying maybe, especially for our team with the rental hardware.
