Fixed NetworkManager instructions, replace netctl with iwctl because it's 2025

NetworkManager instructions are tested, iwctl instructions are not

The file name should be hex-encoded, i.e.

'=50414c332e30.8021x'

Also, I have EAP-Identity=<username>@purdue.edu in addition to the EAP-PEAP-Phase2-Identity=<username>@purdue.edu, not sure if that is redundant.

Whoops, missed the filename instructions, thanks for the catch. As far as I can tell, those lines are redundant, tested it with those in my config and it makes no difference. (Granted, I can only test at the moment with NetworkManager using wpa_supplicant as a backend, but I would be surprised if there are differences in authentication between the two programs)

I don't think we should remove the netctl configs, since iwctl uses IWD, which doesn't support all network cards.
