This update passes USER_ID and GROUP_ID as build args for the dev image, with safe defaults.
Fixes Docker builds where USER_ID/GROUP_ID are missing during build and
useraddfails with:"useradd: invalid user ID '-g'".
Tested locally on Windows using Docker Desktop during
docker compose up --build.Related : #306
