This PR improves the Docker local development setup documentation by adding guidance for contributors on Windows who may not have
makeinstalled.It also documents the first-time setup steps to apply migrations and create the
stats_cache_tablecache table, which prevents therelation "stats_cache_table" does not existerror on a fresh database.Tested locally on Windows + Docker Desktop.
