Action lint has been pinned to 5c31ede97e317fa55abe8b5a330369defac78252 waiting for an official release/tag.

I've requested it here: rhysd/actionlint#503

And let's update 3.13 as well? It has ubuntu-24.04-aarch64 , added in #127170:

os: [ubuntu-24.04, ubuntu-24.04-aarch64]

I expect It'll need doing manually.
