Cpuinfo shows inconsistent letter casing due to differences between locally maintained and upstream Linux kernel versions. Made the check case-insensitive to ensure compatibility.
Rename func name "*decode_isa_proc_cpuinfo" to "*decode_isa_hwcap". And now LoongArch has no CPUINFO_MOCK api, remove them.
