Port ps_roi_pool MPS kernel to the stable-ABI extension - #9602

Moves ps_roi_pool off PyTorch's internal at::native::mps::MetalShaderLibrary onto the stable aoti_torch_mps_create_shader_library shim, extending nms (pytorch#9524). Removes the ABI-mismatch dependency behind pytorch/pytorch#188812.
