Make ABI3 compatible wheels. This means building fewer wheels on our end and uploading less to PyPI.
We still have to test the wheels on each version of Python that we support, but this does mean that we can support versions we don't test for (e.g. 3.14 in this case). Even having said that, this PR also introduces a maximum python version of 3.15 to avoid pip attemtping to install this when 3.15 is out.
