Closes #24492.
Adds Check All and Uncheck All actions to the RSS downloader feed list so the selected rule can be applied to or removed from all visible feeds at once. The feed rows use explicit checkbox widgets so single-feed selections, bulk selection, and mixed multi-rule state update consistently.
