Description

Add KeyMagicHorse HL6095 wired keyboard support.

A standard 60% mechanical keyboard with Tsangan bottom row layout.
Uses STM32F411 MCU with stm32-dfu bootloader, 5x14 GPIO matrix (ROW2COL),
and per-key WS2812 RGB lighting.

This wired version has no wireless dependencies, making it suitable
for inclusion in the main QMK repository and QMK Configurator.

Outside of the quality of this PR, we are going to need evidence that this is a wired only version (and not just a pull request missing the wireless code to bypass current restrictions).

Photos of the PCB showing it has no wireless module will help clarify the current state of play.

Thats an ortho board and clearly not the LAYOUT_60_tsangan_split_rshift that is in this PR.
