Current main has executable examples and tests but no contributor guide or issue/PR templates. Add bilingual Windows/POSIX setup, source-only execution commands, focused reproduction and validation guidance, two issue templates, a PR template, and a README entry point.
This is documentation only: it leaves application code, CI, existing disclosures, and pending PR1 unchanged. TSV and JSONL proposals remain work for contributors rather than implemented features.
Validation: source-only valid/invalid/missing-input CLI examples returned 0/1/2; three-record and five-issue expectations and text identifier 00123 were verified; fixture bytes were unchanged. Template frontmatter and guide links were checked. Removing the new README section reconstructs the exact original Git blob, preserving all existing content.
GitHub templates become available after these files reach the default branch. This draft PR alone does not activate the issue chooser or PR template.
