Added `QuantumCliffords.jl` and removed `Cliffords.jl` from README, in separate commits incase only addition of `QuantumCliffords.jl` is valid.
Added `QuantumClifford.jl` which is an upto date Clifford Circuit Simulation Library. Replacing `Clifford.jl` from previous commit.

Clifford.jl is not being maintained anymore, and has been replaced by QuantumClifford.jl
