PreemptRT Resource Acquisition was failing because the category of certain Resources was changed, namely:
cpu-idle (state: 0, 1, 2) resources were moved from a ResType of 0x04 to 0x01. PreemptRT Signal Config was not updated and hence was using stale opcodes.
