Also delete the `Producing a PyPI package` section in development.md as it is out of date and duplicate to information in release.md.
And also polish references to the `generate-dev-version-id.sh` script.
Protobuf version was obsolete. Let us not mention it at all so it does not become obsolete again.

Also delete the `Producing a PyPI package` section in development.md as it is out of date and duplicate to the information in release.md. Clean up any mentions of the removed `publish-dev-packages.sh` script and do some light editing of the touched documentation files. Preparation for quantumlib#6502
