We decided we didn't need it.
In Cirq, we used a `.jsonlintrc` file in JSON format, but due to JSON lacking support for comments, I converted it to YAML here.

Remove some that are no longer necessary, update `.editorconfig`, and convert jsonlint config file to YAML format because YAML allows file coments.
