Previously, calling `Start`, closing the job's containing window, then calling `Start` again would create a new instance of that job. This commit changes this behaviour so that existing jobs will be loaded into a new tab if they're not visible in any window.

This PR updates the behaviour of
Startso that repeated calls for a running job that isn't visible in any window will pop open a new tab and load the job's buffer into it.
