Summary
This PR implements a database-backed Spectral Irradiance Graph for the JETI Spectraval sensor in the Glazing Control HMI. It enables users to view a point-in-time spectrum snapshot (380–780nm) either live in real-time (polled every 5 seconds) under the Sensors tab, or historically for any past log entry from the Sensor Logs table.

Ran automated tests, as well as tested manually.
Risk and rollout
Doesnt modify any core behavior, so shouldnt have any side effects.
