[Hydraulic Conveyor](https://www.hydraulic.dev) makes deploying desktop apps as easy as for a web app. It has built in support for JVM apps and takes care of all the tasks needed to release an app or game. It's a sort of jpackage++ and there's more detail on the website. libGDX devs might find it the easiest way to release their game to the world!
