This PR contains a few fixes to Electra types that allows to deserialize from
/eth/v2/beacon/blocks/<id>without errors.I followed the specs at https://github.com/ethereum/consensus-specs/blob/dev/specs/electra/beacon-chain.md#new-is_valid_switch_to_compounding_request
