Paravela now owns the IP for Chronicle. Accordingly, this PR renames the
btpvendor toparavela. It does not change anything functional about the partner charts repository - it is just moving some files around, modifyingindex.yamlto point at some of those files, and modifying a field in theparavela/chronicleupstream.yamlfile.
