fix: update to new module versions

Update many things:

1. Add some AI helper files
2. Add a make file with helpful generalized commands
3. Update the Deploy internal module and deploy downstream cluster in a separate state.
4. Improve downstream cluster creation by eliminating the get_instances module and only allowing internal networking access. Make downstream cluster example more reliable by deploying some networking groundwork (new private igw and nat gw) to manage VPC interconnections with Rancher.
5. Add more input validations
6. Add more in-flight poll scripts to make things run more reliably
7. Update cert manager to v1.20.2
8. Update default Rancher to v1.14.1
