There's a new Wayland protocol to control background effects that includes blur. Rio currently implements KWin blur protocol but that only works for KDE, while the new protocol should be implemented by all compositors (including KDE)
Since no compositor currently supports the protocol, I'll keep it open as a draft and follow development
