In case this matters here, we found a small build bug where we kept linking to the legacy library nvToolsExt in some code paths.

This was fixed in the recently merged PR: #18730

Updating this PR to run the tests with that change

Thanks for the help. The CI runs have validated the update to NVTX. #18765 will take care of the small issue we found.
