This looks ok to me! There's only 1 breaking change in the release notes (link), and it only affects uses of this action that download artifacts by integer ID.
We download by name and so should be unaffected.
I've changed the title from chore(... to fix(... so this will generate a new patch release, so we'll get immediate feedback on whether this change was ok.
