This should be safe.
The main breaking change in download-artifact only applies to downloading artifacts by ID (we don't care because we download by name).
The other breaking change to both is updating the Node floor to 24.x, but that shouldn't be a problem on GitHub's runners and we've already validated that it's fine for RAPIDS CI images: rapidsai/shared-actions#84 (comment)
