This also won't publish a new version, since the version was reverted to 26.10.0 in eef824a#diff-5beed95e7d39e84150f5a01a50ee85f1e6e0f180aa9ae35466d5bc3852b66a5d

Release preparation reset feature versions even though the release train did not change. PR 769 already restores rapids-build-utils to the newest 26.10.6 value; restore LLVM to its newest pre-reset 26.10.1 value so the release branch retains the published feature lineage.
