Release preparation reset feature versions even though the release train did not change. PR 769 already restores rapids-build-utils to the newest 26.10.6 value; restore LLVM to its newest pre-reset 26.10.1 value so the release branch retains the published feature lineage.
Bump rapids-build-utils version for ghcr publication

IMPORTANT: When merging this PR, do not use the auto-merger (i.e. the /merge comment). Instead, an admin must manually merge by changing the merging strategy to Create a Merge Commit. Otherwise, history will be lost and the branches become incompatible.
